President Gloria Macapagal Arroyo almost declared martial law during the last quarter of 2005. This is according to Ex-Speaker Jose DeVenecia and former Ambassador to the United States Albert del Rosario. They said the President came close to declaring military rule during the time of the “Hello Garci” controversy in 2006 and again during the Manila Peninsula seige of 2007.
